RSE provides environmental audit and site assessment services for a variety of industrial and commercial properties and facilities.

Environmental audits consist of a review of facility operations, environmental documentation, and permits to identify potential regulatory compliance issues and environmental risks.

Environmental site assessments (ESAs) are generally performed for properties involved in financial transactions in order to identify potential liabilities for the presence of hazardous substances.

A Phase I ESA consists of a thorough review of the site history and environmental records and a site inspection.

A Phase II ESA involves surface and subsurface investigations and recommends remedial measures at contaminated sites.

A Phase III ESA involves actual remediation. RSE performs Phase I and Phase II ESAs and provides Phase III site remediation services.

Environmental Audits / Site Assessments / Site Remediation

Aroostook Valley Electric Company (formerly U.S. Energy Corporation, Fairfield Energy Venture); Fort Fairfield, Maine. Comprehensive environmental compliance audit of this 33-megawatt (30-net-megawatt) biomass power plant. The compliance investigation included development of a pre-audit questionnaire, on-site interviews with management and staff, and a post-audit presentation of results to plant management. A written report of findings and recommendations was provided. Audits were performed for air emission license, wastewater discharge license, site permit, interior plant sound levels, environmental sound levels, spill and emergency response plans, and hazardous materials management. This proactive audit resulted in a better understanding of compliance requirements, an updated spill and emergency response plan, better communications with environmental agencies, amendments to certain licenses, and improved management of environmental record-keeping.

Fleet Bank/Howell Laboratories; Bridgton, Maine. ESA and compliance audit of microwave electronics manufacturing facility in Bridgton, Maine. Howell is one of the largest manufacturers of microwave communications equipment in the United States, with notable products worldwide. The facility stores and uses a variety of oils and hazardous materials, including cutting oils, waste oil, solvents, metal cleaning and finishing solutions, paints, thinners, and paint removers. RSE conducted a thorough inspection of the facility, including metal finishing, paint room, and hazardous waste storage areas. RSE also investigated the status of compliance with a consent agreement with the MDEP and the results of previous inspections by the MDEP.

Fisher Engineering; Rockland, Maine. ESA and hazardous material audit of snowplow manufacturing facilities. Operating practices were reviewed to identify opportunities for pollution prevention and to minimize environmental risks.

Fleet Bank/Washburn & Doughty Associates; Boothbay Harbor, Maine. Phase I ESA and compliance audit of small shipyard. Hazardous materials included oils, paints, solvents, and other chemicals. Waste products included used oil and hazardous and special waste.

Howell Laboratories; Raymond, Maine. ESA, subsurface investigation, and remediation of a microwave electronics manufacturing facility in Raymond, Maine. The facility stores and uses a variety of oils and hazardous materials including cutting oils, waste oil, solvents, metal cleaning and finishing solutions, paints, thinners, and paint removers. The subsurface investigation consisted of soil and groundwater sampling and analysis. Site remediation was conducted based on the results of the subsurface investigation.

Maine Bank & Trust/Great Island Boat Yard; Harpswell, Maine. Phase I ESA and general compliance audit of a full-service boat yard. Facilities included an outboard motor repair shop, retail motor fuel sales, underground storage tanks, boat storage and maintenance, and a licensed overboard discharge system.

Bodwell Motors, Inc.; Bath, Maine. ESA, subsurface investigation, and remediation of petroleum discharge from removal of four underground motor fuel storage tanks. RSE coordinated on-site activities of the tank removal contractor, soil remediation contractors, geologic consultant, and MDEP field personnel. RSE also prepared an Application for Coverage under the Maine Groundwater Oil Clean-up Fund. The application was approved by the MDEP, authorizing reimbursement of clean-up costs to Bodwell Motors.

Carter Milling; Lewiston, Maine. ESA, subsurface investigation, and remediation of petroleum discharge during removal of five underground petroleum storage tanks at a grain-milling facility in Auburn, Maine. Timely remediation and thorough investigation led to a successful financial transaction.

Frank Goodwin; Strawbery Chevrolet-Buick; York, Maine. ESA, groundwater and surface water monitoring, underground storage tank removal, and soil screening at an automobile dealership and body shop. RSE coordinated with and presented field results to the MDEP, and provided technical guidance to the purchaser and his attorneys regarding all environmental matters. RSE also provided technical consultations and follow-up to resolve concerns of the local codes enforcement officer.

United Cooperative Farmers; A & L Laboratory Building; Auburn, Maine. Phase I ESA of an analytical laboratory and light manufacturing facility; oversight for disposal of spent chemicals and hazardous materials.

William S. Dodge; Pleasant Street Properties (Giberson Buick-Pontiac and Roland’s Auto Reconditioning); Brunswick, Maine. Phase I ESA, underground storage tank removal, and test pits at an automobile dealership, automobile reconditioning shop, and two residential properties.

William S. Dodge; Hilco/Harris Property (Falmouth Subaru); Falmouth, Maine. Phase I ESA and underground storage tank removal at automobile dealership and body shop.

Bill Dodge Oldsmobile GMC Truck, Inc.; Brunswick, Maine. Phase I ESA of an automobile dealership and body shop.

Fleet Bank/Gary Gervais; Brown Block (Old Eastern Beauty Supply); Portland, Maine. Phase I ESA of commercial buildings and properties.

Randall Road Development; Chestnut Hill Estate; Lewiston, Maine. Phase I ESA of commercial property.

Sanborn Properties; Lisbon, Maine. Phase I ESA of commercial property.

Ticor Title Insurance Company; Continental Journey’s End Motel; Lewiston, Maine. Phase I ESA of commercial property.

Bangor Gas Works; Bangor, Maine. Identification, evaluation, and cost estimates for alternative remediation technologies. Ultimately this work was used in support of a voluntary response action program protocol and a proactive solution to potentially difficult redevelopment of a former contaminated site.

Gamage Shipyard; South Bristol, Maine. Phase I and Phase II ESA of a shipyard.
